Risks do not have the same relevance and urgency to act upon them as there is always
     uncertainty involved when estimating the impacts of climate change

The relevance of the risks depends on: the probability of occurrence, extent and time
     horizon of the climate hazard and thus climate impacts, and the vulnerability of the
     exposed elements.
