The World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP) established the Intergovernmental Panel on Climate Change (IPCC) in 1988 to provide comprehensive and neutral scientific information on human-induced climate change, including natural, political, economic impacts and risks and possible response options.

The Panel then approves the outline

Government and observer organization nominate experts as such as authors
Government and Expert Review - 2nd Order Draft
The 2nd draft of the report and 1st draft of the Summary for Policymakers (SPM) is reviewed by government and experts
Expert Review 1st Order Draft
Authors prepare a 1st draft which is reviewed by the experts
Selection of authors
Working Group/Panel approves SPMs and accept reports.
Final draft report and SPM
Authors prepare the final draft of the report and SPM which are then shared with government.
Government review of final draft SPM
Bureaux select authors.
Approval and acceptance of report
Government review the final draft of the report (SPM) & proceed with its approval.
